Higgins was an officer in the 1st Battalion,141st Infantry Regiment, known as the "Lost Battalion" liberated by the 442nd Regimental Combat Team in France in 1944. In the late 1940's, Higgins became involved in the letter-writing campaigns that led to the passage of the Immigration and Nationality Act of 1952.
