The delegation was estimated to be up to 140 people strong and was made up of Japanese Americans from many generations. Group is arranged in rows standing behind a large banner. Banner is on light blue material: L is NCRR logo, banner reads: National Coalition for Redress/Reparations Justice now. A microphone is on the ground in front of the group, its long cable trails off at the bottom of the photograph. In the background, rows of trees line the square, and the dome of the Capitol building looms in the center of the photograph.
