Description1 document from John D. Seater. The document is a memorandum to "All Chef" with "Subject: Rice" about the rice shortage being serious, on July 31st the rice serving is for only 1 meal per day and the Quartermaster cancelled all shipments for August and September because rice has been frozen by the War Food Administration and the Army.
